If you mean taking part to the GSoC process, then, you should read the [general
guidelines|https://google.github.io/gsocguides/student/].
If/when done, this particular task would consist in finding reference for the
RNG at hand, and implement it in Java, subject to the requirements of this
project. A good starting point would be to read the
[userguide|http://commons.apache.org/proper/commons-rng/userguide/index.html].
Then we can delve into a detailed layout of the proposal.
Note already than it will probably include other sub-tasks from RNG-32.
