If yes, the first thing would be to post a message there, stating that you want
to contribute (with details as to what interests you and how you intend to help
with the project).
The ML is the primary means of communication where input from the whole
community is sought for; the bug-tracking system is only used to record
specific tasks (and technical discussions about them).
