It seemed to me that the scaling needed to fix MATH-1549 is not tied to its use 
there. Or perhaps conversely, the scaling part of the implementation is totally 
tied to the specifics of the floating-point representation of numbers and is 
not part of the simplex solver algorithm.  Hence the conclusion that the 
utility should be defined elsewhere, and used by {{SimplexSolver}} (and maybe 
elsewhere).  Of course, if JDK functions can extend the range of applicability, 
all the better.
