Cordova-cli essentially makes an HTTP request to this URL to lazy load the
stock hello world application:
https://git-wip-us.apache.org/repos/asf?p=cordova-app-hello-world.git;a=snapshot;h=2.9.0;sf=tgz
Maybe you are on corporate firewall, or perhaps the apache server was down when
you tried it? Can you confirm the above URL downloads a {{tar.gz}} file that
you can open and extract?
