@erisu I'm a bit confused as to why `shouldAllowRequest` calls `shouldAllowNavigation` in the first place. My basic expectation is that `shouldAllowNavigation` would map to `allow-navigation` tags and `shouldAllowRequest` would map to `access` tags.
