Yes, it does affect 3.0. It's a bit annoying for sure, but the work around is
pretty simple I think (drop the "core" part when referring to its ID).
You can still get the old version by adding a git hash to the url:
cordova plugin add
https://git-wip-us.apache.org/repos/asf/cordova-plugin-device.git#dd2ec7837
You might need a cordova version newer than 3.0.3 though.
