I tested again today, after seeing that the plugin/repo changed name (dropping
the 'core' from the name) org.apache.cordova.core.contacts to
org.apache.cordova.contacts.
I am now able to save contacts. however, non-ascii characters are not getting
saved correctly. I will open a new issue.
Feel free to close this issue, as it seems to work with 3.1, (but not 3.0).
