I think you've got that backwards. It is possible to build desktop apps on
Windows 8, but not Windows 7. See
http://cordova.apache.org/docs/en/3.4.0/guide_support_index.md.html . You must
use a Windows 8 development environment to do so. (Someone correct me if I am
wrong.)
