Ah yes, that was my comment. This is true - BackupWebStorage is another beast.
Reading your links (and from your comments) it appears enabling iCloud is
two-pronged -- enable in the cloud and enable in your app.
We can't control the cloud setting of course but we can enable/disable it in
the app if this is a needed feature.
