Quick status update:
1. Got consensus on dev list that this proposal should move forward.
2. [The new repo has been
created|https://git-wip-us.apache.org/repos/asf?p=cordova-plugin-screen-orientation.git)].
Github mirroring is not enabled yet but should be soon.
3. Triaging open issues on gbenvenuti's repo; hopefully most can be closed.
Any remaining valid issues will be migrated to JIRA.
4. New JIRA component created for tracking issue related to this plugin.
