Not something you want to hear - but I can't repro unfortunately.
What I did:
1. Created a new app using cordova create (cli 6.3.0)
2. Added the ios platform (4.2.0)
3. cordova emulate ios, wait for app to launch in Simulator
4. cmd-shift-h to press the Home button in Simulator to "minimize" the app
5. Repeat step 3, ten times
After step 3, the last 3 lines of my terminal show:

No target specified for emulator. Deploying to iPhone-6s-Plus, 9.3 simulator
t: 51375
logPath: /Users/shaz/Desktop/t/platforms/ios/cordova/console.log

node version is 6.2.0.
