I didn't know about merges until now. Google a bit and found this:
https://cordova.apache.org/docs/en/latest/guide/cli/#using-merges-to-customize-each-platform
So you issue is basically that this doesn't work for `cordova-browser`?
It worked with Cordova CLI 7.0.1 and cordova-browser 5.0.0?
