Something is broken about your Node installation, as I said before. I would
suggest to uninstall it all, then install nvm-windows:
https://github.com/coreybutler/nvm-windows Use that to install a new node, then
reinstall cordova. Should work fine.
For your other Android SDK problem, please open a new issue or better a
StackOverflow question as I am pretty sure this also will not be a bug but a
problem on your side.
