Summary: core-site.xml gets empty while substituting environment
variables in docker

When running the docker version of Crail, environment variables in the
core-site.xml file get substituted by a script. The script reads the file,
substitutes the variables and writes the output to the same file. On some
systems this leads to empty core-site.xml files.
