I do have the same error when using that exact XML file and ...

STS Version: 3.1.0.RELEASE - Build Id: 201210061306

together with the following MVN dependency versions:

<spring-version>3.1.0.RELEASE</spring-version>
<spring-security-version>3.1.0.RELEASE</spring-security-version>
<cxf.version>2.2.3</cxf.version>

No restart + clean has helped me.

I have also tried with this XML file (extracted from the examples) both with 
the Spring beans XSD version explicitely set to 2.0 (as it is in the examples) 
but also without it (removing 2.0). Then again, no success:
