Thanks, [~rnetuka] , [~reta] for your inputs. The camel CXF client does the
same as my test case, it sets the SOAPAction header

Should this be correct in camel itself? Also, is it the responsibility of the
client to send the SOAPAction in quotes?
Earlier I thought about this not being a bug but since it used to work fine
before this commit:
