[~avi5kdonrh] [~avi5kdonrh] thank you for investigation guys, I believe it is 
responsibility of the client (request initiator) to send the correct headers in 
first place, if RFC  says the value should be double quotes, it is reasonable 
for the server to expect that. Hope it makes sense, thank you.
