I disabled my anti-virus and firewall, de- installed OpenOffice 2.2.1 with teh German Language Pack, removed all folders related to OpenOffice 2.2.1 and re-installed everything again. IT NOW WORKS! I had previously tried all the steps I mention above, but had not removed the folder OpenOffice.org2 under Documents and Settings.
