sorry, but it is completely irrelevant from the free software standpoint whether
it makes sense to change them, you should just have the permisson to do so when
you want to do that (for whatever reason), you should have all of the freedoms.

That cisco allows you to distribute them is fine but I didn't doubt that in my
comment. I just said that those icons are non-free because you are not allowed
to modify them.

The main part here is "use them without alteration", the "no copyright" piece is
fine but contradicts with that part. Maybe you can ask cisco to clarify? in the
case they mean the first part of the DISCLAIMER as PD I am fine to include them
(when they remove the 'without alteration' clause then..)
