These Pcap source files are very likely to have been created by this
project. Why? This is a standard; reference code should exist.
Please credit the source of this code. If this code was ported from, say, C,
then credit the source of the code we adopted.
If that code is under an Apache-compatible license, then talk to Ted or
others so we can work out what to do.
