[~francisguchie] I feel internal staff things should be handled with 
roles&permissions, maker&checkers, and proper EOD and BOD processes in place.

However, if this feature is being requested by many users, we could get it 
implemented as a configuration switch, where organizations can opt between the 
styles of account generation they need.
