I encountered an issue with Fineract 1.8.4 where the system is assuming
backdated accrual on overdue fees and penalizing loans before disbursement.
Additionally, the "apply loan for overdue charge" feature is not working as
expected. This behavior is causing discrepancies in fee calculation and loan
management.
