Huh, this one curious... contrary to e.g. FINERACT-2159, this build failure is
NOT caused by a failing GitHub Action, I think.
None of https://github.com/apache/fineract/actions causes this.
https://github.com/apache/fineract/actions/workflows/publish-dockerhub.yml is
not related to this (trust me; details available upon request).
I suspect that this is either an "App", or even a more external thing that
updates status via the GitHub API, using some token.
I would need access to https://github.com/apache/fineract/settings to be able
to further debug and help fix this.
But I don't have that access.
