Summary: Standing Instruction Is Not Created at Loan Disbursement

When creating a loan account with the option “Create standing instructions at
disbursement” enabled, the standing instruction (SI) is not created after loan
disbursement.
As a result, the Standing Instruction History screen remains empty, indicating
that the SI was not generated or persisted.
Additionally, the Standing Instruction batch job fails and returns an error
when executed.
Steps to Reproduce
Navigate to an existing Client.
Click the Hamburger menu.
Select Applications → New Loan Account.
Proceed with Loan Account creation.
During loan setup, select “Create standing instructions at disbursement”.
Complete and Activate the loan.
Disburse the loan.
Navigate to Admin → Organization → Standing Instruction History.
Expected Result:
A standing instruction should be automatically created at loan disbursement.
The created standing instruction should be visible in Standing Instruction
History.
Actual result
No standing instruction is created.
Standing Instruction History screen is empty.
