One note on scope: commands in the new processing don't carry an entity/action
name, so I added a small HookableCommand interface plus an after-hook that
publishes the webhook event for any command implementing it. This PR wires up
DOCUMENT create/update/delete; other migrated resources can opt in the same way
in follow-ups. Happy to do those too if you'd like.
