This removes the separate force-withdrawal-on-savings-account-limit configuration and keeps only allow-force-withdrawal-on-savings-account, which now carries both the enabled flag and the limit value. ConfigurationDomainServiceJpa reads the limit from the value of the remaining configuration, and SavingsAccount uses that when it checks whether a force withdrawal is allowed. The old limit configuration is removed outright, there is no deprecation period. For existing installations, the new changeset 0259 copies the value of the limit configuration into the allow-force-withdrawal-on-savings-account row before deleting the limit row, so the effective limit and the enabled flag stay exactly as they were. Behaviour does not change: with the configuration enabled and a value of 0, no negative balance is allowed, same as today.
