While working on FINERACT-2961 I found a regression in this PR. Password
history rows saved before the 2019 switch to prefixed hashes (V353,
FINERACT-724) have no `{id}` prefix, so `matches()` throws
`IllegalArgumentException` on them and the password change fails when the reuse
check is on. The old `equals()` never matched those rows, so the new commit
skips them, which keeps that behaviour. There's a unit test for it.
