Ok, I have found more consistent reproduction steps. It looks like it happens
if you tap off of the TextInput to dismiss it before the keyboard has had the
chance to fully raise. So basically, tap on to the TextInput to raise the
keyboard and then quickly tap off to dismiss it. I know this is not a super
common use case, but I have yet to figure out why it was so easy to reproduce
under normal usage circumstances in my own project.
