Three options.
1. Change config URLs of download link of the 4.9 and 4.10 releases to go
directly to the archive bypassing the mirror. Currently that's about 500
downloads/month of 50M+ each. The 4.11 release is currently getting 4500+
downloads/month via the mirror.
2. Change the installer to use the archive URL via a mirror for the 4.9 and
4.10 versions. This will require a change to the installer and thus need to go
through a release candidate, vote and release before we are able to remove 4.9
and 4.10 from the release area.
3. Leave 4.9 and 4.10 in the release area for now until the next release of the
installer (2-3 months away at a guess) and do 2 above.
Which does infra prefer?
