    [gelly] removes generic type constraints

    As per discussion in 
[FLINK-1962](https://issues.apache.org/jira/browse/FLINK-1962), I removed the 
generic type constraints from the Gelly API.
    This will hopefully make the development of the Scala API easier.
    
    This PR also removes the `isWeaklyConnected()` method from the Graph class, 
because it required a `Comparable` vertex key. We could re-introduce this 
functionality as a library method, if needed.

You can merge this pull request into a Git repository by running:

    $ git pull https://github.com/vasia/flink remove-type-constraints
