I expect we are doing this elsewhere but this deprecates refactored
`@Public` APIs to `@PublicEvolving`. I understand the desire not to file a FLIP
for this ticket, but should there be a pre-release evaluation of
`@PublicEvolving` APIs for promotion to `@Public`?
