There is no "official" public API for that, but one can cast the {{Collector}}
parameter of the {{ProcessFunction.processElement()}} method into a
{{TimestampedCollector}} can set the timestamp of emitted records with
{{TimestampedCollector.setAbsoluteTimestamp()}}.
That's how it is done for example in {{RowTimeUnboundedOver}}.
