Introduce FilterSetOpTransposeRule to Flink
## Brief change log
add `FilterSetOpTransposeRule.INSTANCE` to `FlinkRuleSets`
## Verifying this change
This change is already covered by existing tests, such as
*(org.apache.flink.table.api.stream.table.SetOpTransposeTest)*.
