Thanks for looking into providing HA without ZooKeeper [~kbialek]. I think
introducing a {{HighAvailabilityServicesFactory}} which the user can provide
sounds like an interesting idea to give users the opportunity to use different
HA services. I agree that this would be the first step before adding direct
support for Consul. Do you wanna create a corresponding Jira issue and take a
stab at it?
