    [FLINK-2432] Custom serializer support

    Users can now  use custom serializers in the Python API.
    The registration is done using env.register_custom_type(<type 
class>,<serializer instance>, <deserializer instnace>)
    Objects serialized this way are exist on a java side in serialized form, 
stored in a CustomTypeWrapper object.
    


You can merge this pull request into a Git repository by running:

    $ git pull https://github.com/zentol/flink 2432_pr

Alternatively you can review and apply these changes as the patch at:

    https://github.com/apache/flink/pull/962.patch
