Resolution: Won't Do
Release Note: Conclusion so far is that TTL config is just a way of
interpreting state value and does not associate any stateful meta info.
TtlValueSerialiser saved as state value serialiser already enforces
compatibility check, e.g. if TTL'ed state is restored with disabled TTL config.
