This increased the minimum maven version from Maven 3.0 to Maven 3.1.
Do we want that? Some Linux distributions seem to have Maven 3.0.5 by
default.
At the very least, we should update the enforcer rule, so that this gives us
a clean error message at the beginning (min maven version), not some "plugin
preconditions failed error" in the middle of complication.
