   ## What is the purpose of the change
   
   For debugging network issues, it would be nice to not only have the number 
of received/sent records and bytes but also the number of buffers, e.g. to 
identify low buffer fill rates which cause some overhead (there's a trade-off 
between sending full buffers and sending with low latency). This PR adds such 
metrics.

   ## Verifying this change
   
   This change added checks to existing tests such as:
   - `TaskIOMetricGroupTest`
   - `SubtaskCurrentAttemptDetailsHandlerTest`
   - `SubtaskExecutionAttemptDetailsHandlerTest`
   - `JobVertexDetailsInfoTest`
   - `JobVertexTaskManagersInfoTest`
   - `JobDetailsInfoTest`
   - `SubtaskExecutionAttemptDetailsInfoTest`
   - I also verified the metrics manually in Flink's web UI
   
   ## Does this pull request potentially affect one of the following parts:
   
     - Dependencies (does it add or upgrade a dependency): **no**
     - The public API, i.e., is any changed class annotated with 
`@Public(Evolving)`: **no** (well, it adds metrics)
