You had to look at the underlying implementation to find that out. The
socket sources use an `InputStreamReader` that **always** uses the platforms'
character set. The same issue applies to the `FileReadFunction` that is used by
`StreamExecutionEnvironment#readFileStream`, which thus also doesn't default to
UTF-8.
