[~sunjincheng121] yes, base classes as you mentioned in
{{flink-table-api-base}} might be necessary. A true unification of batch and
streaming needs to happen at lower levels first. The {{BaseTableEnvironment}}
is a first step towards this goal. In the future, we can think of a new module
{{flink-table-api}} that also depends on {{flink-table-api-base}} once the
unification picture becomes clearer.
