Hi [~twalthr], I totally agree to go step by step. And the
BaseTableEnvironment is a first step towards this goal.
Regarding the streaming and batch TableEnvironment unification, although I am
not sure when it will be discussed clearly, but i think we need continuous
discussion in the focus JIRA. FLINK-11290.
