 Review comment:
   I don't really like that we're bundling other flink dependencies here. For 
starters this already implies that we have table-common and table-api-base 
bundled twice in flink-dist (once for each API).
   To me this seems like a work-around for the issue @aljoscha raised elsewhere 
regarding the number of jars in /opt.
