Good work @mjsax, I added some comments.
Even though this might be a corner case, but I was wondering what happens
when you've issued the stopping call and at the same time the JM restarts the
job because of some failure. If this happens, I think that the
`ExecutionJobVertices`, which already have received the stopping signal, will
be kept marked stopping because the internal field `receivedStopSignal` will
never be reset. This will also be shown in the web UI.
