I think the real "Code Style - Preamble" page should be
[https://github.com/apache/flink-web/blob/asf-site/contributing/code-style-and-quality-preamble.zh.md]
instead of
[https://github.com/apache/flink-web/blob/asf-site/contributing/code-style-and-quality-scala.zh.md].
Actually the PR to translate scala format is FLINK-13682. [~WangHW] which page
did you really want to translate?
