   ## What is the purpose of the change
   
   This commit introduces the `NoOpHeartbeatManager` which can be used to 
initialize
   an unset heartbeat manager field. This allows to make the heartbeat manager 
fields
   non-nullable which in turn avoids NPE.
   
   Moreover, this commit makes the heartbeat manager fields of the 
`TaskExecutor`
   final.
   
   ## Verifying this change
   
   This change is a trivial rework / code cleanup without any test coverage.
