Review comment:
`onAddedJobGraph` submits the job graph from DispatcherProcess. Could we
follow that pattern in DispatcherProcess start Dispatcher and follow by submit
recovered job graphs? It would exclude "recovered" concern from `Dispatcher`
and keep the recovery things out side of it.
