Agreed that using {{sum()}} is more user friendly. Let's take it this way.
AFAK, the ResourceSpec is not public and the blink planner does not set
cpuCores to a non-zero value, I think it's safe to change the ResourceSpec to
use {{sum()}} to do aggregation.
[~trohrmann] would you assign this ticket to me? I will use it to refactor
ResourceSpec to use {{sum()}}, to unblock FLINK-14314.
