Description: currently, blink planner will fetch the catalog statistics and
convert to {{TableStats}} for permanent catalog table in
{{DatabaseCalciteSchema}}. However, only {{ConnectorCatalogTable}} is handled
in {{convertPermanentTable}} method. This issue aims to support
{{CatalogTableImpl}} (was: currently, blink planner will fetch the catalog
statistics and convert to {{TableStats}} in {{DatabaseCalciteSchema}}. Only
{{ConnectorCatalogTable}} is handled in {{convertPermanentTable}} method, while
{{CatalogTableImpl}} is not. )
