btw, there is already org.apache.flink.runtime.state.ttl.mock.MockStateBackend,
which could be changed to use a custom TtlTimeProvider in
createKeyedStateBackend. The MockStateBackend does not support background
cleanup, only on state access. Then stateBackend have to be settable in
AbstractStreamOperatorTestHarness. This looks like a bit more hassle for me.
