## What is the purpose of the change
This PR introduces ExecutionSlotSharingGroup, SlotSharingStrategy and
implements LocalInputPreferredSlotSharingStrategy.
The default SlotSharingStrategy would be
LocalInputPreferredSlotSharingStrategy. It will try to reduce remote data
exchanges. Subtasks, which are connected and belong to the same
SlotSharingGroup, tend to be put in the same ExecutionSlotSharingGroup.
## Brief change log
- Introduce ExecutionSlotSharingGroup and SlotSharingStrategy interface
- Implement LocalInputPreferredSlotSharingStrategy
